About 342,000 Victorians will receive their new licences by the end of the year, while the remaining 600,000 can expect their cards to arrive by the first quarter of 2023.
The crash killed 42-year-old mother Nancy Lefrançois and her 11-year-old son Loïc Chevalier, who were travelling in a passenger vehicle struck in the collision.
